Memorandum -Pursuant to 20 United States Code § 1407(a)(2) each state is required to identify in writing to the Secretary of the U.S. Education Department and local educational agencies located in the state any rule, regulation or policy as a state-imposed requirement that is not required by IDEA and federal regulations. NYSED has taken steps to conduct a comprehensive review of its laws and regulations that apply to the education of students with disabilities.

Important: Updated NYS IEP Diploma Info

Sections 100.5, 100.6, 100.9 and 200.5 of the Regulations of the Commissioner of Education have been amended to replace, beginning with the 2013-14 school year and thereafter, the NYS IEP diploma with a Skills and Achievement Commencement Credentialfor students with severe disabilities who are eligible to take the New York State Alternate Assessment.

Summer Handwriting Camp in Binghamton!

New NYSED Policy Memorandum

The Board of Regents has approved for permanent adoption the amendment of sections 200.4 and 200.16 of the Regulations of the Commissioner of Education relating to preschool and school-age individual evaluations, which become permanently effective April 11, 2012. This memorandum will change the amount of time alotted between referral and evaluation from 30 days to 60 days.

Parent Center extended hours

The Southern Tier Special Education Parent Center will now be open on Wednesday evenings to better accommodate working parents. Our office at 46 Oneida Street will be open for parents to receive technical assistance on their child’s disability, the special education process, or to utilize our resource library. Feel free to visit or call until 7pm, every Wednesday.

The Parent Center will also be open the following Saturdays from 9am-1pm:

April 21st- Kid in a Book training, May 19th – Summer camp information, June 16th – Summer Safety, July 21st – Viewing of Temple Grandin film.

New NYSED Policy Memorandum

This memorandum, which provides updated procedures, forms and policy from guidance previously issued in April 2011, relates to a school district’s responsibility to submit timely and complete applications, as prescribed in section 200.6(j) of the Regulations of the Commissioner of Education, for approval of State reimbursement of tuition costs for placements of students with disabilities in out-of-State approved residential programs. In accordance with these procedures, the State must approve State assistance for instruction of all public school students placed in approved private schools, including out-of-State programs. Approval of the System to Track and Account for Children (STAC) form is necessary to ensure timely State reimbursement of tuition costs to the public school and to provide the necessary authorization to municipalities to pay their portion of maintenance costs for the student’s placement to the residential school.

Annual Registration of All Students Classified as Legally Blind for Procurement of Special Media Materials Produced by the American Printing House for the Blind

Annual Registration of All Students Classified as Legally Blind for Procurement of Special Media Materials Produced by the American Printing House for the Blind

The annual American Printing House for the Blind (APH) census program is administered by the New York State Resource Center (NYSRC) located in Batavia, New York. Enclosed are forms and instructions for the annual census of NEW students who are legally blind. Please do not re-register a student if the student has been previously registered. If you are unsure about a student’s registration status, please contact the NYSRC at (585) 343-5384, extension 207. Your cooperation in designating one person for this process is appreciated, and will help to eliminate duplication of registrations.

The census is used to determine New York State’s eligibility for Federal Quota Funds for special media materials produced by APH.* Materials are available to the school the student attends if he/she is enrolled as of January 2, 2012. The attached registration form must be completed and returned no later than March 1, 2012. No registrations can be submitted after that deadline.
